2024年9月24日，國務(wù)院總理李強(qiáng)簽署國務(wù)院令，公布《網(wǎng)絡(luò)數(shù)據(jù)安全管理?xiàng)l例》，自2025年1月1日起施行。

Chinese Premier Li Qiang has signed a decree of the State Council on September 24, 2024, unveiling regulations on network data security management. The regulations will take effect on January 1, 2025.

網(wǎng)絡(luò)數(shù)據(jù)安全是指保護(hù)數(shù)據(jù)免受未經(jīng)授權(quán)的訪問、使用、泄露、破壞或篡改的一系列措施和技術(shù)。為了實(shí)現(xiàn)數(shù)據(jù)安全，通常會(huì)采用多種技術(shù)和措施，包括但不限于數(shù)據(jù)加密、訪問控制、數(shù)據(jù)備份和恢復(fù)、安全審計(jì)等。這些措施旨在構(gòu)建一個(gè)多層次、全方位的數(shù)據(jù)安全防護(hù)體系，以應(yīng)對(duì)來自內(nèi)部和外部的各種威脅。

數(shù)據(jù)安全對(duì)于個(gè)人、企業(yè)和國家都具有重要意義。對(duì)于個(gè)人而言，數(shù)據(jù)安全關(guān)系到個(gè)人隱私的保護(hù)；對(duì)于企業(yè)而言，數(shù)據(jù)安全關(guān)系到商業(yè)機(jī)密和客戶信息的保護(hù)；對(duì)于國家而言，數(shù)據(jù)安全則關(guān)系到國家安全和社會(huì)穩(wěn)定。因此，加強(qiáng)數(shù)據(jù)安全防護(hù)，提升數(shù)據(jù)安全保障能力，已成為當(dāng)前社會(huì)發(fā)展的重要議題。

黨中央、國務(wù)院高度重視網(wǎng)絡(luò)數(shù)據(jù)安全管理工作。黨的二十屆三中全會(huì)強(qiáng)調(diào)，提升數(shù)據(jù)安全治理監(jiān)管能力，建立高效便利安全的數(shù)據(jù)跨境流動(dòng)機(jī)制。近年來，隨著信息技術(shù)和人們生產(chǎn)生活交匯融合，數(shù)據(jù)處理活動(dòng)更加頻繁，數(shù)據(jù)安全風(fēng)險(xiǎn)日益聚焦在網(wǎng)絡(luò)數(shù)據(jù)領(lǐng)域，違法處理網(wǎng)絡(luò)數(shù)據(jù)活動(dòng)時(shí)有發(fā)生，給經(jīng)濟(jì)社會(huì)發(fā)展和國家安全帶來嚴(yán)峻挑戰(zhàn)。擬于2025年1月1日起施行的《網(wǎng)絡(luò)數(shù)據(jù)安全管理?xiàng)l例》旨在規(guī)范網(wǎng)絡(luò)數(shù)據(jù)處理活動(dòng)，保障網(wǎng)絡(luò)數(shù)據(jù)安全，促進(jìn)網(wǎng)絡(luò)數(shù)據(jù)依法合理有效利用，保護(hù)個(gè)人、組織的合法權(quán)益，維護(hù)國家安全和公共利益。

As China embarks on a new journey in the new era, the role of internet and information technology is becoming increasingly prominent. Under the guidance of the Thought on Socialism With Chinese Characteristics for a New Era, the country must fully implement the guiding principles of the 20th CPC National Congress, and put into practice the CPC Central Committee's important thought on building cyber strength. It is imperative to undertake the missions of upholding socialism with Chinese characteristics and rallying public support, warding off risks and ensuring security, strengthening governance and benefiting people's lives, nurturing growth momentum and boosting development, and seeking mutually-beneficial cooperation. It is essential to uphold the Party's leadership over the internet sector, adhere to the principle that internet and information technology must serve the interest of the people, take the path with Chinese characteristics for the management of the internet, and maintain good coordination between internet development and cyber security. Spreading positive energy is the general requirement for internet development, effective regulation and management the guarantee for its prosperity, and masterful application of it the exhibition of excellent governance. Work must be done to forge a strong cyber security barrier and give full play to the role of information technology as a driving force for development. It is imperative to govern cyberspace, run websites and apps, and carry out online activities according to the law. Endeavors must be made to build a community with a shared future in cyberspace, and build a loyal, clean and responsible team in the internet and information technology sector. Efforts must be made to promote the high-quality development of this sector, making new achievements in building China into a country with strong cyber strength, and thus making contributions to building a modern socialist country in all respects and advancing the great rejuvenation of the Chinese nation on all fronts.
