檢察機(jī)關(guān)起訴“保護(hù)傘”同比上升295.7%
Chinese prosecutors brought 30,547 people to court last year to face charges of organizing, leading and participating in mafia-style gangs, almost three times as many as in 2018.
2019年，全國檢察機(jī)關(guān)共起訴涉黑犯罪30547人，接近2018年的三倍。
Zhang Jun, prosecutor-general of the Supreme People’s Procuratorate, said in its work report, delivered to the third session of the 13th National People’s Congress in Beijing on Monday that another 67,689 people were prosecuted last year for involvement in other types of criminal gangs, a third more than in the previous year.
最高人民檢察院檢察長張軍在報告中指出，2019年，全國檢察機(jī)關(guān)共起訴涉惡犯罪67689人，同比上升33.2%。
The top procuratorate and other central authorities issued eight guideline documents last year to push forward a special three-year crackdown on gang-related crimes that was launched in 2018. It also directly supervised the handling of 107 major cases, Zhang said.
嚴(yán)格依法推進(jìn)掃黑除惡專項斗爭。2019年，全國檢察機(jī)關(guān)會同有關(guān)部門制定8個指導(dǎo)性文件，對107起重大案件直接掛牌督辦。
He said the procuratorial organs insist on the principle that no organized crime offender is spared and no innocent person is wrongly detained. All procuratorates at the provincial level have been told to supervise cases involving major gang crimes anywhere in their jurisdiction.
全國檢察機(jī)關(guān)堅持“是黑惡犯罪一個不放過、不是黑惡犯罪一個不湊數(shù)”，省級檢察院對涉黑和重大涉惡案件統(tǒng)一把關(guān)。
Prosecutors dismissed 9,007 cases of both types of gang-related crime transferred to them by the police last year, but they also discovered another 2,148 cases the police had not realized were gang-related when they transferred them.
2019年，偵查機(jī)關(guān)以涉黑涉惡移送審查起訴，檢察機(jī)關(guān)依法不認(rèn)定9007件；未以涉黑涉惡移送的，依法認(rèn)定2148件。
Zhang said procuratorates across the country prosecuted 1,385 people last year for providing shelter to and protecting gang-related criminals, almost four times as many as in 2018.

China's procuratorates, at all levels, approved the arrest of 3,751 people and prosecuted 2,521 for criminal offenses related to the COVID-19 outbreak from February to April.
2020年2月至4月，最高人民檢察院帶領(lǐng)各級檢察機(jī)關(guān)共批準(zhǔn)逮捕涉疫刑事犯罪3751人、起訴2521人。
The courts handled 2,829 cases of public interest litigation involving the supervision and control of protective materials, the disposal of medical waste, and wildlife protection.
辦理防護(hù)物資監(jiān)管、醫(yī)療廢棄物處置、野生動物保護(hù)等領(lǐng)域公益訴訟案件2829件。
According to the report, the SPP, together with other relative departments, issued a guideline to call for severe punishment for crimes that harm the pandemic prevention measures and control and disrupt medical workers. Crimes of obstructing the pandemic control at border areas are also urged to be punished severely to prevent the risk of cases being imported from overseas.

The procuratorate protects the lawful rights and interests of people involved, he said. For suspects who are infected with COVID-19, their medical treatment is guaranteed. A lenient policy is adopted for people who committed minor crimes concerning the pandemic control. Procuratorates across the country dismissed the arrest of 576 people and decided not to prosecute 117 people in accordance with the law, he added.
保障涉案人合法權(quán)益。犯罪嫌疑人是確診或疑似患者的，首先保障救治，體現(xiàn)司法人文關(guān)懷。對情節(jié)輕微的涉疫犯罪落實從寬政策，依法不批捕576人、不起訴117人。
