2026年3月5日提請十四屆全國人大四次會議審議的政府工作報告提出，要充分挖掘釋放有效投資潛力。

China will tap and unleash the potential of effective investment in 2026, according to a government work report submitted on March 5, 2026 to the fourth session of the 14th National People's Congress for deliberation.

從宏觀經(jīng)濟角度看，有效投資是指與總需求及其結(jié)構(gòu)相適配、能促進(jìn)并創(chuàng)造新需求的投資。其作用主要體現(xiàn)在三方面：有利于促進(jìn)宏觀經(jīng)濟供需總量平衡；有利于推動供需結(jié)構(gòu)、產(chǎn)業(yè)結(jié)構(gòu)等經(jīng)濟結(jié)構(gòu)的動態(tài)優(yōu)化；有利于創(chuàng)造新需求，促進(jìn)經(jīng)濟持續(xù)增長。有效投資是深化供給側(cè)結(jié)構(gòu)性改革和擴大有效需求的有機結(jié)合點。擴大有效投資，是推動高質(zhì)量發(fā)展的戰(zhàn)略之舉。

2026年政府工作報告提出，要充分挖掘釋放有效投資潛力。聚焦新質(zhì)生產(chǎn)力、新型城鎮(zhèn)化、人的全面發(fā)展等重點領(lǐng)域，增強市場主導(dǎo)的有效投資增長動力，提高民生類政府投資比重。單列并提高用于項目建設(shè)的地方政府專項債券額度，繼續(xù)向投資項目準(zhǔn)備充分、資金用得好的地方傾斜。引導(dǎo)民間投資向高技術(shù)、現(xiàn)代服務(wù)業(yè)等新賽道拓展，有效激發(fā)民間投資活力。

【重要講話】

健全宏觀經(jīng)濟治理體系，發(fā)揮國家發(fā)展規(guī)劃的戰(zhàn)略導(dǎo)向作用，加強財政政策和貨幣政策協(xié)調(diào)配合，著力擴大內(nèi)需，增強消費對經(jīng)濟發(fā)展的基礎(chǔ)性作用和投資對優(yōu)化供給結(jié)構(gòu)的關(guān)鍵作用。

We will improve the system of macroeconomic governance, give full play to the strategic guidance of national development plans, and enhance coordination between fiscal and monetary policies. We will work to expand domestic demand and better leverage the fundamental role of consumption in stimulating economic growth and the key role of investment in improving the supply structure.
