為支持浦東新區(qū)高水平改革開放，打造社會主義現(xiàn)代化建設引領區(qū)，近日中共中央辦公廳、國務院辦公廳印發(fā)了《浦東新區(qū)綜合改革試點實施方案（2023—2027年）》。

The General Office of the Communist Party of China Central Committee and the General Office of the State Council have released an implementation plan for the pilot comprehensive reform of Pudong New Area of Shanghai. The plan, with a 2023-2027 timeframe, aims to support the high-level reform and opening up of Pudong New Area, as well as efforts to build Pudong into a leading area for socialist modernization.

《浦東新區(qū)綜合改革試點實施方案（2023—2027年）》（下稱《方案》）提出，將在重點領域和關鍵環(huán)節(jié)改革上賦予浦東新區(qū)更大自主權，支持推進更深層次改革、更高水平開放，率先完善各方面體制機制，加快構建高水平社會主義市場經(jīng)濟體制，完善治理體系，提高治理能力，為浦東新區(qū)打造社會主義現(xiàn)代化建設引領區(qū)提供支撐，在全面建設社會主義現(xiàn)代化國家、推進中國式現(xiàn)代化中更好發(fā)揮示范引領作用。

浦東新區(qū)綜合改革試點的目標是到“十四五”期末，制度創(chuàng)新取得重要階段性成效，高水平制度型開放取得突破，科技創(chuàng)新體系競爭力明顯提升，全球資源配置能力明顯增強，城市治理水平明顯提高，一批標志性改革成果在面上推廣。到2027年，基本完成試點任務，制度創(chuàng)新取得突破性進展，高標準市場體系和高水平開放型經(jīng)濟新體制建設取得顯著成效，城市治理體系更加健全，為全面建設社會主義現(xiàn)代化國家作出重要示范引領。

《方案》作出五方面具體部署：加大規(guī)則標準等開放力度，打造制度型開放示范窗口；完善科技創(chuàng)新體系，建設開放創(chuàng)新生態(tài)；深化人才發(fā)展體制機制改革，加快建設高水平人才高地；深化政府職能轉(zhuǎn)變，激發(fā)各類經(jīng)營主體活力；深化人民城市建設實踐，探索超大城市治理新路。

【重要講話】

上海作為我國改革開放的前沿陣地和深度鏈接全球的國際大都市，要在更高起點上全面深化改革開放，增強發(fā)展動力和競爭力。要全方位大力度推進首創(chuàng)性改革、引領性開放，加強改革系統(tǒng)集成，扎實推進浦東新區(qū)綜合改革試點，在臨港新片區(qū)率先開展壓力測試，穩(wěn)步擴大規(guī)則、規(guī)制、管理、標準等制度型開放，深入推進跨境服務貿(mào)易和投資高水平開放，提升制造業(yè)開放水平，進一步提升虹橋國際開放樞紐能級，繼續(xù)辦好進博會等雙向開放大平臺，加快形成具有國際競爭力的政策和制度體系。

Shanghai, as the forefront of China's reform and opening up and an international metropolis with close links to the world, should comprehensively deepen reform and opening up from a higher starting point so as to advance its driving force for development and competitiveness. It is imperative to vigorously promote pioneering reform and leading opening up on all fronts, and strengthen the integration of reform systems. The pilot comprehensive reform should be advanced in a down-to-earth manner in Pudong New Area, stress tests should be first conducted in Lingang new area, and institutional opening up in terms of rules, regulations, management and standards should be steadily expanded. It is imperative to further promote high-level opening up in cross-border trade in services and investment, boost the level of opening up in the manufacturing industry, further upgrade the level of Hongqiao International Open-Up Hub, continue to host two-way open platforms such as the China International Import Expo, and accelerate the formation of policies and institutional systems with international competitiveness.

上海要完整、準確、全面貫徹新發(fā)展理念，圍繞推動高質(zhì)量發(fā)展、構建新發(fā)展格局，聚焦建設國際經(jīng)濟中心、金融中心、貿(mào)易中心、航運中心、科技創(chuàng)新中心的重要使命，以科技創(chuàng)新為引領，以改革開放為動力，以國家重大戰(zhàn)略為牽引，以城市治理現(xiàn)代化為保障，勇于開拓、積極作為，加快建成具有世界影響力的社會主義現(xiàn)代化國際大都市，在推進中國式現(xiàn)代化中充分發(fā)揮龍頭帶動和示范引領作用。

Shanghai should focus on promoting high-quality development and forging a new development paradigm, and strive to build itself into an international center for economy, finance, trade, shipping and sci-tech innovation. The building of such a center should be guided by innovation in science and technology, and propelled by reform and opening up. National strategies should navigate the development of the center, and modernization of urban governance secure its operation. It should seek to become a socialist, modern and international metropolis with global influence, and play its role as a pioneer, role model, and leader along the Chinese path to modernization.
