香港中華出入口商會(huì)副會(huì)長(zhǎng)黃英豪在接受中國日?qǐng)?bào)線采上訪時(shí)表示，穩(wěn)定之下的香港將能夠向前發(fā)展，并有空間討論如何解決與香港經(jīng)濟(jì)和民生相關(guān)的一些問題。

A draft decision on improving Hong Kong's electoral system was submitted to the annual session of the 13th National People's Congress for deliberation on Friday.
3月5日，關(guān)于完善香港選舉制度的決定草案提交至第十三屆全國人大四次會(huì)議進(jìn)行審議。

According to the decision, the central government proposed a two-step approach – namely, first the NPC will make a decision and the NPC Standing Committee will amend the relevant laws of Hong Kong, to reform the city's electoral system.
根據(jù)這一決定，中央政府提出了兩步走的辦法，即首先由全國人大作出決定，全國人大常委會(huì)將修改香港的相關(guān)法律，改革香港選舉制度。

The central government has prerogative to determine the matters related to Hong Kong Special Administrative Region's political systems, including how the city elects its top official and lawmakers, said Wong.
黃英豪稱，中央政府有權(quán)決定與香港特別行政區(qū)的政治制度有關(guān)的事項(xiàng)，包括香港如何選舉其行政長(zhǎng)官及立法會(huì)成員。

"This is our domestic policy and we're doing it in accordance with China's Constitution," Wong said, citing the Article 31 of the Constitution.
黃英豪引用《憲法》第三十一條稱：“這是我們的內(nèi)政，我們是按照中國的《憲法》行事?！?/p>

The Article 31 of the Constitution clearly stipulates that the State may establish special administrative regions when necessary. The systems to be instituted in special administrative regions shall be prescribed by law enacted by the National People's Congress in the light of specific conditions.
《憲法》第三十一條明確規(guī)定，國家在必要時(shí)可以設(shè)立特別行政區(qū)。在特別行政區(qū)實(shí)行的制度由全國人民代表大會(huì)根據(jù)具體情況制定法律。

Given that, Wong said it's quite clear that the Standing Committee of NPC has the power to interpret and amend the SAR's Basic Law.
黃英豪稱，因此全國人大常委會(huì)顯然有權(quán)解釋和修改特區(qū)基本法。

Wong told the foreign countries that constantly point their fingers at Hong Kong's affairs to accept the city's righteous authority to improve its electoral system and amend relevant laws for long-term stability and prosperity.
黃英豪勸告一直對(duì)香港事務(wù)指手畫腳的國家，應(yīng)接受香港完善其選舉制度，修改相關(guān)法律的正當(dāng)權(quán)力，以促進(jìn)長(zhǎng)期繁榮穩(wěn)定。

What happened during the social unrest in 2019, and political conflicts in previous Legislative Council meetings and the emergence of pro-independence advocacies in the city are living embodiments of why it is important and necessary to improve Hong Kong's electoral system to put emphasis on "patriots governing Hong Kong", he said.
黃英豪稱，2019年發(fā)生的社會(huì)動(dòng)蕩，以及此前香港特區(qū)立法會(huì)會(huì)議上發(fā)生的政治沖突和港獨(dú)支持者的出現(xiàn)，體現(xiàn)了完善香港選舉制度，強(qiáng)調(diào)“愛國者治港”的重要性和必要性。

"This is the right juncture, in my view, to revisit and emphasize this concept of 'patriots governing Hong Kong'," Wong said.
他說：“在我看來，這是重新審視并強(qiáng)調(diào)‘愛國者治港’的正確時(shí)機(jī)。”

In a bid to comprehensively implement "patriots governing Hong Kong", he added it's necessary for people who hold public office to learn more about the latest development of the motherland.
他表示，為了全面貫徹“愛國者治港”，公職人員有必要多了解祖國的最新發(fā)展。

In addition, Wong said the city's educational system also needs an overhaul and reform as some residents, especially the youngsters, don't understand the history of China and the Chinese mainland's latest development despite the city's return to the motherland almost 24 years ago.
此外，黃英豪稱，盡管香港回歸祖國已近24年，但由于一些香港居民，特別是年輕人不了解中國的歷史和中國大陸的最新發(fā)展，香港的教育體系也需要徹底改革。
